The Office of Evaluation, OED, may organize evaluations which involve the country offices. In particular, the following evaluations may require the input of the office or the FAO Representative.

Country evaluations comprehensively examine the results of all of FAO’s work at country level, including technical cooperation, use made of normative work and functioning of the country office. Synthesis reports consolidating the results across country evaluations are considered by the governing bodies.

The FAOR is normally responsible for the coordination of the preparation of the management response and follow-up reporting. The FAOR should ensure that a meeting with the government is held prior to the finalization of the FAO management response. Governments should be encouraged to provide their own responses to the evaluation.

Project Evaluations: It is the responsibility of the Budget Holder to prepare a management response and follow-up reports to the evaluation in consultation with the concerned units of FAO. Management responses should be completed within one month of the finalization of the evaluation report.  In preparing the response, inputs should be sought from all parties to whom specific evaluation recommendations are addressed including governments and donors. However, the response is that of FAO management. For evaluations of individual national projects, the FAOR will also ensure that consultation with the government on the final evaluation report to obtain the government’s reactions to the evaluation and their intended follow-up.

Evaluations of Emergency Programmes and Emergency Projects:  Preparation of the management response and follow-up reporting will normally be coordinated by TCE in close consultation with concerned technical units and FAORs.
