Management of Human Resources PEMS

- Performance Evaluation and Management (PEMS) -

All FAO staff are assessed on their performance every year.  During the first year of service, FAO staff members are assessed using the Probationary Period guidance.  Following the completion of the Probationary Period, PEMS is used to evaluate performance.

PEMS is an organizational tool that results in the systematic, coordinated review of performance and supports other key elements of human resources including career and professional development, staff rotation and HR planning.  The PEMS supervisor is also the administrative supervisor in GRMS and authorizes vacations, travel, sick leave, etc.

Evaluation of FAORs

ADG/Regional Representatives (ADG/RRs) are responsible for the supervision, performance assessment and evaluation of the FAORs in their respective regions.  In the case of RAF and RLC, the supervision of FAORs within a Subregion has been delegated to the corresponding Subregional Coordinator. 

ADG/RRs (or the delegated PEMS supervisor) are responsible for approving the PEMS workplans of the FAORs and monitor their performance, regularly interact with them and prepare their performance assessment.  This responsibility is exercised In accordance with the PEMS procedures. 

The PEMS team has introduced some improvements to facilitate the preparation of the PEMS workplans and extensions of the FAORs:

  1. The PEMS system now includes a library of sample objectives and indicators that can guide the FAORs in preparing their annual workplan. This guidance is available within the PEMS system during the workplanning period and is linked for reference on the right.

  2. In preparation for the annual extension process required for FAORs, the mid-year review has become a key element in this process.  Therefore, in order for PEMS to be a useful contribution to the annual extension process, which starts around October, the PEMS mid-year review has become mandatory for FAORs. Evaluation of NPOs

Newly recruited FAORs, NPOs and General Service Staff are evaluated during the first 12 month probationary period following the standard guidance

Evaluation of GS

Following the successful completion of the Probationary Period, all staff, including those on both fixed-term and continuing contracts, must complete their PEMS.
