Minimum Operating Security Standards
Latest update: 01/04/2016

MOSS

The Minimum Operating Security Standards (MOSS) is the primary mechanism for managing and mitigating security risks to UN personnel, property and assets of the organizations of the UN.

MOSS encompasses a range of measures designed to reduce the level of risk, as identified in the Security Risk Assessment (SRA), to an acceptable and manageable level. These measures are listed under categories which include: telecommunications, documentation, coordination mechanisms, medical, equipment, vehicles, premises, training and residential
security measures.

MOSS is country-specific, with specifics agreed by the DO at SMT level and approved by UNDSS New York.

Examples of acceptable expenditures can be found on the relevant page in COIN (log-in may be required).

RSM

The Residential Security Measures (RSM) may become necessary to take additional measures to enhance the safety and security of United Nations staff members and their families at their place of residence.

These measures include such items as security guards, alarm systems, door and window bars, locks, safe havens, or other protective devices. The approval of any such measures would only be made in exceptional cases, where the Designated Official has confirmed that the security situation was indeed serious, and following an evaluation by DSS of a submission by the Designated Official.
