As set out in the FAO Field Security Policy, FAO is responsible for the security, safety and welfare of FAO personnel and their eligible dependants in each duty station. It therefore monitors security issues in all locations outside Headquarters where FAO personnel operate and ensures that Minimum Operating Security Standards (MOSS) are applied to all FAO country offices and to the staff members’ residence (RSM). It ensures that FAO personnel is provided with the necessary training as well as with equipment in compliance with agreed Minimum Operating Security Standards (MOSS), Minimum Security Telecommunications Standards (MISTS) and Residential Security Measures (RSM).
In this context, the term “FAO personnel” is to be understood to cover all the following categories:
- RP funded FAO staff also reported to as FAO Staff Members;
- RP funded NSHR including PSA holders, casual labour (except those contracted on an hourly basis);
- Extra Budgetary (EB) personnel, including international FAO field project personnel and other human resources (APOs,UNVs, Volunteers, Interns, etc.);
- EB NSHR including NPPs, PSA subscribers, and casual labour.
The security related cost of all RP funded “personnel” (Staff Membersand NSHR) is charged to the security budget approved by Conference in the PWB and managed by CSDU.
The security cost of EB personnel and EB NSHR will have to be charged to the budget of the respective extra budgetary agreements (project document, or other signed agreement with the Organization).
