Projects: FAO and UNDAF
The United Nations Development Assistance Framework (UNDAF) in South Africa
FAO programmes predominantly deal with the provision of technical assistance to the relevant ministries and departments and are mainly funded from Government of South Africa sources. The programmes contribute to the achievement of three UNDAF outcomes as described below:
UNDAF Outcome 2: Government and its social partners are supported to accelerate economic growth and development for the benefit of all.
FAO’s thematic area: Technical Assistance in government Land Reform Programmes.
Actions include:
i. Sharing of regional and country experiences on land restitution and land redistribution;
ii. Review of ‘willing buyer willing seller ‘policy for land acquisition; and
iii. Capacity building in all aspects connected to emerging farmers.
UNDAF Outcome 3: Strengthened South African and sub-regional institutions to consolidate the African Agenda, promote global governance and South-south cooperation
FAO’s thematic area: South to South Cooperation on Food and agricultural Food Security: (2007-2011)
Actions include:
i. Capacity building for South African Development Cooperation (SADC) Professionals in the field of Agriculture and food security to support disadvantaged farmers to improve incomes, to be mainstreamed and to become more competitive and productive.
ii. An attachment or seconding of South Africans to FAO or other national or international bodies for exposure to aid delivery, management and support systems for organizing and supporting small-scale farmers.
FAO’s thematic area: Agricultural rehabilitation in Southern Africa
South Africa government has provided a generous financial contribution to FAO for emergency agricultural rehabilitation in Southern Africa
Purpose includes:
i. Support to chronically vulnerable households through supporting agricultural rehabilitation;
ii. Improvement of agricultural and livestock production and productivity through diversification and intensification;
iii. Capacity building and promotion of livelihood (vocational) life skills; and Information coordination and advocacy;
FAO’s thematic arae: Socio-Economic Study of the Contribution of Livestock to Livelihoods in Lesotho, Malawi and Zambia
The main objective of this study is to assess the contribution of livestock in risk management and coping strategies and to identify livestock interventions that can be used to save lives and livelihoods in crisis and emergency situations in the selected SADC countries.
FAO’s thematic area: Surveillance and control of Epidemic Foot-and-Mouth Disease (FMD) and Contagious Bovine Pleuro - pneumonia (CBPP) in Southern Africa
The goal is to enhance livestock as a tradable commodity by ensuring animal health in order to improve overall food security and rural livelihoods in FMD/CBPP affected countries in Southern Africa. The programme is based on FAO’s emergency preparedness for the prevention of plant and animal diseases and pests (EMPRES). It is an integral part of the 16-year framework for the progressive control of FMD and CBPP in southern Africa.
UNDAF Outcome 5: Poverty eradication interventions are intensified
FAO’s thematic area. Mainstreaming HIV and AIDS concerns in Agriculture
The activities include interacting and providing technical support to the DoA to mainstream HIV and AIDS concerns in the sector, in alignment with the National HIV and AIDS Strategic plan and the UNDAF – UN joint program on HIV and AIDS.
FAO’s thematic area. Special Programme for Food Security (SPFS).
The Purpose of the program is to assist the DOA in the development of a food security programme aiming at achievement of the MDG- 1, to reduce poverty and food insecurity by half by the year 2015. This Programme of technical assistance from FAO to the Government started in 2004 to support the DOA through the development of a first batch of food security projects in three Provinces of Limpopo, Eastern Cape and KwaZulu Natal. In July 2005, decision was made to re-orient and expand this Programme to all Provinces.
FAO’s thematic area: Field Programme on Food Security: the purpose is to assist, consolidate and fine –tune ongoing work in sustainable school food production and nutrition education in schools within the framework of the Integrated Food Security and Nutrition Programme (IFSNP)
FAO’s thematic area: Mycotoxins: FAO assists the government (NDA) in the assessment of mycotoxins in agricultural food commodities.
FAO’s thematic area: Environmental Management: for the purpose of prevention and disposal of obsolete pesticides.
