Mr. Mustapha SINACEUR
Mr. Sinaceur, a national of Morocco, holds a Bachelor of Science Degree in Economics and Jurisprudence from the Faculty of Economics and Jurisprudence, Mohammed V University, Rabat. He began his career in 1977 in the Ministry of Agriculture and Agrarian Reform as Associate Officer, responsible for research in the Economic Research Unit (Prices and Markets) of the Economic Affairs Division. From 1985 to 1990, he served as Directeur de Cabinet (responsible for the administration of forests and water resources from 1985 to 1987), Ministry of Agriculture and Agrarian Reform. At the National Bank for Economic Development (BNDE) from 1979 to 1980, he was Executive Officer, responsible for research in the Department of Economic Studies; then, from 1980 to 1982, he was Executive Officer, responsible for research in the Small and Medium Industries Division of the Operations Evaluation Department. In 1982 he was appointed Deputy Head of the BNDE Representation in Casablanca and then Head of the BNDE Representation in Agadir for the Southern Provinces. In 1983, he became Head of the BNDE Representation in Oujda (for Eastern Morocco) and, in 1985, Inspector at the BNDE Head Office. From 1990 to 1993, he served at the Ministry of Foreign Affairs and Cooperation as Deputy Permanent Representative to FAO, Rome, Italy (from September 1990 to December 1993; Member of the Finance Committee of FAO – 1991/93; and Chairman of Commission II of the FAO Conference – 1993). From 1994 to 2000, he was FAO Representative in the Syrian Arab Republic. From 2000 to 2008, he was Subregional Representative for North Africa and FAO Representative in Tunisia. Since 2008, he has been Subregional Coordinator for Central Asia and FAO Representative in Turkey, Azerbaijan, Kyrgyzstan (until April 2014) and Tajikistan (until May 2014), based in Ankara, Turkey.
