CHINA, Mr RICHARD ALAN
I have appointed Mr Richard China, Director of the FAO Liaison Office with the European Union and Belgium, effective 1 November 2012. Mr China, a national of the United Kingdom, holds a Bachelor of Science degree in Agriculture with emphasis on agricultural economics, from the University of Wales and a Master of Science degree in Agricultural Extension and the Political Economy of Rural Development from the University of Reading. Mr China started his career in 1977 with the United Kingdom’s Overseas Development Administration, serving as a Technical Cooperation Officer in the Solomon Islands where he managed a study of the financial and technical performance of smallholders benefiting from a project financed by the Asian Development Bank. He subsequently served in Liberia, managing the World Bankfinanced rehabilitation of smallholder rubber farms in two counties. From 1981 to 1985, he worked as Chief Extension Coordinator on the World Bank-financed Bauchi State Agricultural Development Programme in Nigeria. From 1986 to 1991, he undertook assignments in Angola, Brazil, Ethiopia, Libya, Mozambique, Nicaragua, Nigeria, Pakistan, Portugal, Somalia, Sri Lanka and Togo, designing and providing implementation support in organization and management of programmes and projects financed by development banks and UNDP. Mr China joined FAO in 1992 as Agricultural Institutions Officer in the Investment Division. In 2002, he was appointed Chief, Rehabilitation and Humanitarian Policies Unit in the Emergency Operations and Rehabilitation Division. In 2008 he was promoted to his current position of Director, Policy and Programme Development Support Division. Throughout his career with FAO, Mr China has been involved in a wide range of aspects of the Organization’s activities, including policy and investment assistance, emergency and development operations, and resources mobilization. Mr. China has worked in over 40 countries in Africa, Asia, Europe Latin America, the Middle and Near East and has in-depth familiarity with FAO’s technical and operational capacities.
